Your sitch reminds me of not too long ago when my H didn't get excited about the wheels actually starting to move on a promotion for me. I'd ben told and told and told, things would eventually happen, but finally someone came through and did what they said they would.
When I told my H I also received a luke-warm response. I took a slightly different approach though than yours (although I like yours too)...but I called him on it and asked "why he couldn't be happy for me when it came to something he knew was so important to me". His response was...I didn't really know it was this big of a deal, I knew it was important to you, I just thought they were telling you things, not actually doing them this time.
I just wonder (wonder mind you) if she simply doesn't realize really how much of a big deal this is to you. I'm glad you didn't excuse her b*tchyness though....just saying you're sorry for it doesn't make that behavior ok.
