For the same reason that it's hard to swallow anything that tastes yucky if you actually let yourself taste it. It's easier to follow the impulse to spit rather than swallow. If I actually am "deep-throating" when giving head, I find it natural to swallow for the same reason it's natural to swallow when you put a pill far enough back on your tongue to swallow it.
