The deliquent boys I worked with would find something "different" (different is the key word), with about 95% of the people they saw and make comments about them. It came out of their lack of self confidence and "competition within the group." I suspect the boys were acting tough or showing off for each other. It's like the dog pack mentality, wimp alone but tough dog with the group.
