Does it mean she gets to stay on your insurance, or is building up a larger interest in your pension, or in some other way financially gaining by delaying? Because while it is common for WASs to be slow to deal with the paperwork of divorce, this is pretty unusual to go this long without dealing with it, and when that happens, its often because there's a financial benefit to staying in limbo.
