Have you watched the Harry Potter movies? In one of them this awful lady took over the school and continually made new rules and nailed them to a giant wall. The wall was covered before the kids revolted.

That's the picture that came to my head when I read your post. Maybe you'll get to collect a bunch and then use it as material for a book. "Useless Rules from Joey"
