I personally don't like the way the landlord is handling the electric bill. Here you are, being conservative and who knows what the people upstairs are doing. I would have to inquire as to what the bills were like prior to you moving in. That's a lot of money for someone who isn't home during the day and doesn't have children there all of the time.
I would ask him why he needs your email address before I would give it to him.
Sit quietly, the answers will reveal themselves when you least expect them to. The past is gone, the present is a gift and you need to focus on today, allow the future to reveal itself when it is ready.
