I gave up. Totally 100% gave up. I gave the letter to my I/C so I'd feel validated that someone read how I feel and closed the door.
I don't think you gave up, you just capitulated. Anyone who has been DB'ing for any length of time I would never say "gives up" in the end. They may move on, or drop the rope, but that's not giving up, it's just acknowledging that it's time to move on to the next chapter. By the way we normally advise people not to give those letters to the WAS, so I think it's actually a good thing that you gave it to the IC instead.

His mother is moving 2 hours away on the 24th of this month. She wants to have dinner, I agreed since I will never see her again after this. But why does she want to see me?
Who knows, HWA's MIL just asked to see him and all she did was gripe about how it's all his fault and he's ripping his W off in the settlement when in fact all he did was agree to his W's terms. If it were me I would refuse any dinner offer my MIL made and just tell her to call me if she wants to talk.

I also had some well meaning people tell me that his refusing the closure means he doesn't want that. But come on now, know what I mean?
Yeah, more than likely it's just the typical WAS technique of avoidance. They would rather avoid than address.

I am in a better place. I am feeling calm. Any suggestions? Any thoughts?
Not really because it sounds like you're doing pretty well
