If you are the only person in the house making any money - how does H have money to go out? To buy cologne? To put gas in his car?
I would stop giving him ANY access to ANY money. He can go out and get a job if he wants to keep up his lifestyle, but this business of him going out all night is nonsense. And if I were you, I'd do NOTHING to enable it. So long as he still has a roof over his head and you putting food on the table and no consequences for him running around all night - why WOULD he get a job???
