Confront her in writing concerning the checking account issue and that you would like full payment to your mom. You also need to know the truth as to how she got the account info. Just be sure it's her and get all of the paperwork from the appropriate companies as proof so she can't wiggle out of it.
Don't add in anything about the R. Just say that you are disappointed in her and that what she did amounts to theft and that the appropriate actions have been taken so that they know it's her.
Mention that she has X amount of days to return the money before further actions will be pursued. Don't say what those actions are. Let her stew over them.
Thing is that if you let this go, she'll do something like it again since she knows she can get away with it.
