Your options, IF you are in charge of ALL of this, are
1) say zero visitation b/c that's what seems to be the way he wants it (for how long now??)
2) or announce a certain number of visits and hope he shows up, regardless of whether he thinks it is controlling.
My guess is that the latter is what's best for the KIDS
but only if he really does show up.
I think he will but, who knows?
