Not that I am expert, actually far from it but I see that text differently. I see that in some way he still reached out to you on your anniversary together. He is saying he is confused, needs time/space and he feels bad putting you through it.
Yes, its up to YOU if YOU choose to end it now but I don't see him making that final decision based on what he wrote just yet.
