If you want a computer get a PC. If you want an experience get an Apple It's like buying a Lexus or a Kia...both will get you there.
On the inexpensive side the new netbooks can be had for well under $200 and a starter laptop for around $400 these days. However, I do agree with Jeff that even having multiple laptops and an iPad I prefer the good ole desktop 8 out of 10 times. A 22 inch LCD and it's on 24/7.
Oh and Vista is the worst of the three OSes; I'd go with XP if you have older hardware or Windows 7 if you have a newer computer.
