It seems like the issue is less about H not following thru (but like CTH said, in cases such as that, you will have to pick & choose the important battles), but more the issue is that H isn't parenting and letting S be the boss. Maybe it's not a huge deal with chapstick, but in the long run, this could cause issues. (I can completely sympathize b/c I am dealing with this with my inlaws. S is in control, not them. Ie. For me, maybe S not listening & running off for them when it's diaper change time isn't a big deal, but when he was home, grabbed the pumpkin knife, didn't listen and ran off, it became a huge issue!) I imagine H would be defensive about anything you say to him tho, so it's going to be an difficult battle to make him understand the problem with this.
That's scary about the bomb threat. More than likely it's probably nothing, but it's good that your school is being so vigilient about it. I know, that is my worst fear about something happening to me too. Unfortunately we can't live our lives in that fear, but it's definitely a thought in the back of my mind.
