Lees, you don't want to look bad in any way. You also want to protect FIL health.
If you WOULDN'T bring this to supervisors with another pt/doctor situation, perhaps it is best to keep any evidence/proof you have, and if you can find it happening again, then bring it to the uppers.
That way it doesn't look so much like you are seeing vengeance, and this particular Dr. needs some reminding about the basics of pt. care and confidentiality.
