You are seeing results in this direction...soooo..... I think it is ok to change up the pace now and then, just keep going in the same direction!

I know it is killing you to not know what he is doing with the paperwork. Given the amount of time, I would say he isn't doing anything...And he can say to OW, he talked to you about it.
If you must bring it up, or if he does, you might start with 'I'm glad you have not done anything with the D papers.'
