If you read the book as you said you were going to do , you would realize that the Dobson letter is a reference to the letter he suggests may be written by a LBS to the WAS. I know you said that you skimmed the book but please remeber that he does not suggest an ad hoc use of the "Dobson letter". It must form part of a carefully formulated approach to creating a crisis.
