I'm with coach. For the man in an A who was physically starved for sex or affection, cuddling by the W can show they are interested and there is hope. For a W who is not starved for sex/affection but starved for deeper emotional needs, cuddling won't do it and makes the H come across as SpinFree said "settling" for "sex-lite." It's unattractive, even repulsive, to W. I've been there with accepting a cuddle instead of sex. No more. In order for my W and I to reconcile, there will be sex, and cuddling is what you do after the main event. I think both POV are correct, cuddling or using the word "cuddle" are both anti DBing.
