I am an elem art teacher, and both of my kids had speech issues. S14 especially had a speech delay/articulation problem that was exasperated by the techniques being used in the school system (I had no such problems with birth-three, who were wonderful and came to the house). He started to develop a stutter, and I got pissed. I was told to my face that the schools have to provide services, but not necessarily the best services! I was very fortunate that both kids tested out within 1st grade and I didn't have to deal with spec ed anymore.
Be the squeaky wheel all you need to, for as long as needed. Don't play too nice (just respectful but clearly knowledgeable). Bring another set of ears with you to the meetings.
I feel really terribly for kids whose parents are first-generation / uncomfortable with the schools for whatever reason. Those kids are at the mercy of budgets and personalities - it's not always what is best for the child.
