There is a good book, Negotiating the Special Education Maze. I was also able to go to a parent/child advocate - they worked on donations, and she went to the meetings with me. Made the district sit up and take notice.
Budgets are tight. They don't want another kid ID'd as spec ed, since it is more expensive.
