I've always loved that phrase since Reagan first started using it with Gorbachev.
Because: It's sounds good It even rhymes in Russian And it's an oxymoron. It means, "Don't trust."
It was Reagan's version of the old definition of Irish diplomacy: "The ability to tell someone to go to hell in such a manner that he looks forward to the trip." Okay, I'm done now ...
