I don't recall all the rules in Iowa, but I know you get your learner's permit at 14--that is when you can drive with a parent or other adult over 25.
You get your driver's license at 16 as long as you complete a driver's education course. Then you can drive whomever you want, including your friends!
Of course being a rural state in most parts, we also have a "school permit"--if you are 14 1/2 and live more than 1 mile from your school, you can get a license to drive WITHOUT an adult, to and from school and school-sponsored activities (ball practice, band practice etc.). The license is valid from 5 am to 10 pm....
That's right, a 14 year old in a car unsupervised...
