Karen, A committee consisting of the parent(s), special ed rep, and perhaps reg. ed teacher will get together to decide what kind of placement would be best for her at this time. They should look at her deficit areas from the testing that you give them and decide if she will receive instruction in the sp.ed setting and reg ed classes or receive all instruction in reg. ed with modifications/accomodations. If you can't get her into the sp.ed classes at this time at least look into 504 program. I'm pasting a link for you.
