I haven't even picked up the stupid papers let alone decided what to do with them.
I think paragraph 2 is probably the answer to your question. He's being mean to push you into picking them up and making a decision. Why he's in such a hurry I don't know - maybe he thinks it will make the pain stop. He's in for a surprise there.
