In CA, you can get a legal S, which is not the same as a D. It is not even a step in the D process, not a requirement. It is rarely used except for financial reasons.

Last year, he brought up D a lot, but I have been the one considering legal S (he doesn't know this though) because of all his spending.

Yeah, I'm kinda curious to see if he is still as adamant about this after sleeping the alcohol off. We'll see I guess. I fear he is, but hope he isn't.
