Depending on where its coming from there are a few things that can be done to protect your property. Some insurers will also consider covering installation as part of any remedial works.
The environment agency has good resources and if you Google 'flood toolkit' or 'property level flood protection' you'll find all kinds of useful information.
Regardless, you should report both instances to the council (county or unitary depending where you are) they are required to investigate recurring flooding (beyond a threshold) and if appropriate take enforcement action.
I hope the damage isn't too bad.
