drive by daddy's and mommy's

I am wondering if anyone else has experienced or known about drive by daddy's and mommy's?

Drive by mommy's and daddy's are parents who rarely see their children by their own choice, they come in and out of their children's lives like a revolving door. when and if they do visit with them they do in such a drive by fashion.

the come in real fast, cause a lot of harm and drive off as fast as they possibley can.

I am also looking for anyone who has documentation off hand of the harm these types of behaviors do to children, court experience and legal standpoint.
